HARARE – Zimbabwe's title deeds validation and securitisation programme has come under renewed scrutiny after concerns were raised in Parliament over the affordability and accessibility of the country's digital land administration reforms.

The Ministry of Justice, Legal and Parliamentary Affairs has officially moved from policy to practice, launching a critical two-week pilot programme to validate and digitally re-issue property title deeds. Starting April 1, 2026, this initiative marks the first operational phase of a nationwide transition mandated by Statutory Instrument 76 of 2025 (Deeds Registries Regulations).
