CABINET SHAKE-UP: President Mnangagwa Reassigns Key Permanent Secretaries and Appoints New Deputy Minister

HARARE — In a major strategic realignment of the civil service, President Emmerson Mnangagwa has approved the reassignment of several Permanent Secretaries across critical government ministries and appointed a new Deputy Minister. These changes, made in terms of Section 205(1) of the Constitution of Zimbabwe, signal a concerted effort to strengthen administration and accelerate policy implementation in line with national development priorities.

Permanent Secretaries represent the most senior administrative tier within government ministries, responsible for overseeing day-to-day operations and ensuring that executive policies are effectively executed. The latest reassignments introduce new leadership to sectors vital to Zimbabwe’s economic recovery:

• Environment, Climate, and Wildlife: Simon Masanga has been appointed to lead this ministry at a time when climate resilience and environmental sustainability are at the forefront of the national agenda.

• Mines and Mining Development: Thomas Utete Wushe takes over the administrative helm of the nation's primary export-earning sector.

• Industry and Commerce: Tadeous Tafirenyika Chifamba reallocates his expertise to drive industrial growth and trade facilitation.

• Public Service, Labour and Social Welfare: Pfungwa Kunaka moves to this ministry to oversee labor relations and the country's social safety nets.

• Agriculture Mechanisation and Water Resources Development: Obert Jiri has been designated to lead the push for modernized farming and water security.

In a separate executive adjustment, President Mnangagwa has appointed Tsitsi Zhou as the Deputy Minister of Lands and Rural Development, effective 1 May 2026. The announcement was made by the Chief Secretary to the President and Cabinet, Martin Rushwaya.

Zhou will serve in a ministry that is central to Zimbabwe's economy, overseeing land governance, rural development programs, and policy implementation. Her appointment is seen as part of the administration's ongoing efforts to align ministerial responsibilities with the National Development Strategy (NDS).

The shuffle highlights a shift toward results-oriented governance. By rotating experienced technocrats through different ministries, the administration aims to inject fresh perspectives into stagnant sectors.

"The appointment of a new Deputy Minister in the Lands portfolio, coupled with the reassignment of seasoned Permanent Secretaries in Agriculture and Mines, shows a clear focus on the productive sectors of our economy," says a local economic analyst.

As Zimbabwe continues to refine its administrative structures, the focus remains squarely on closing the gap between policy formulation and ground-level results to meet the targets of Vision 2030.
