NEGLIGENCE OR COMPLICITY? Detainee Dies Following "Two-Hour Fight" at Glen Norah Police Station

HARARE — A dark cloud hangs over the Zimbabwe Republic Police (ZRP) following the death of a male suspect in custody at Glen Norah Police Station in the early hours of Tuesday. The tragedy, which reportedly resulted from a sustained physical altercation between two detainees, has sparked national outrage over allegations of gross negligence by officers on duty.


Information filtered through law enforcement channels suggests that a violent dispute erupted between two cellmates around 1:00 AM. Despite the proximity of the charge office, the fight reportedly continued for nearly two hours without police intervention.

"The fight went on for a long time, and the officers on duty unfortunately failed to intervene, leading to the death of the suspect," a law enforcement source told ZimLive.

The victim, whose identity is being withheld pending full notification of next of kin, succumbed to his injuries before emergency medical services were summoned. Witnesses and sources within the station allege that cries for help were ignored, raising questions about whether the failure to act was a result of fear, incompetence, or a more systemic disregard for detainee safety.


In a significant shift for Zimbabwean justice, this case is set to be one of the first major tests for the Zimbabwe Independent Complaints Commission (ZICC). Established under Section 210 of the Constitution, the ZICC—chaired by Justice Webster Chinamora—is specifically mandated to investigate misconduct by members of the security services.

Under the recently gazetted SI 35 of 2026 (Complaints Receiving and Handling Regulations), the commission has the power to:

  • Conduct independent investigations into deaths in custody.

  • Recommend the prosecution of offending officers.

  • Inspect detention facilities to ensure compliance with human rights standards.

"This is exactly why the ZICC was formed," says human rights lawyer Elizabeth Rutsate. "When police officers fail to protect those in their charge, it is no longer just an internal disciplinary matter; it is a constitutional violation."

National police spokesperson Commissioner Paul Nyathi briefly addressed the incident, stating that a comprehensive report and official statement are expected later today, Thursday.

The incident comes at a time when the ZRP is under intense pressure to modernize and professionalize its conduct. Just months ago, the police vowed to strengthen "client service standards," yet the Glen Norah incident suggests a deep-seated culture of apathy remains within local precincts. As Harare waits for the official ZRP verdict, the family of the deceased remains in limbo, mourning a relative who entered a police station for "safekeeping" and left in a body bag.
