Who Enforces the Law When Enforcers Break It?

Who is meant to break the law and go unpunished?

A photograph reportedly showing City of Harare traffic enforcement officers travelling in a vehicle with visible roadworthiness concerns raises an uncomfortable question: do the rules they enforce apply to them as well?

The vehicle appears to have three issues:

  1. No rear number plate.

  2. A broken tail light.

  3. Officers sitting on the boards of an unsecured vehicle.

If that were you or me? Fine on the spot. Clamp. Tow. No discussion.

But when it’s them? Nothing.

City of Harare should explain whether the vehicle complies with the relevant road safety requirements and whether the conduct depicted meets its own operational standards. If motorists must account for their conduct on the road, enforcement officers must be equally prepared to answer for theirs.

The law must apply to everyone. Even those wearing the uniform.
