HARARE — Two employees of the Zimbabwe Anti‑Corruption Commission were arrested after allegedly attempting to extort three officials from the Zimbabwe Revenue Authority at a Plumtree office, the National Prosecuting Authority said.
Brian Munyaradzi Kombora (32) and Terrence Manatse (34) appeared at Plumtree Magistrates’ Court on charges of criminal abuse of duty as public officers and unlawful detention. The NPA says the incident occurred on 17 February 2026 when Kombora, reportedly off duty, entered ZIMRA offices, identified himself as a ZACC officer, and handcuffed a 39‑year‑old supervisor.
Allegations and arrest sequence
Prosecutors allege Kombora handcuffed the supervisor, escorted her to another office where two colleagues were present, locked the door, kept the keys, and demanded money for their release. A security guard grew suspicious, forced entry, and arrested Kombora. Manatse was detained after allegedly attempting to negotiate Kombora’s release with security staff. Both men were granted US$100 bail each.
Charges and legal context
The accused faces charges of criminal abuse of duty and unlawful detention, offences that address alleged misuse of public office and the unlawful deprivation of liberty. The NPA emphasised that public office is a position of trust and said alleged abuse of that trust will be prosecuted without fear or favour.

Observers say the case raises concerns about internal controls, identification protocols, and oversight within anti‑corruption and revenue institutions.
