LUPANE – The ZANU PF Matabeleland North provincial leadership has declared a "powerhouse of mobilization" as it ramps up a high-decibel campaign to secure public backing for Constitutional Amendment Bill No. 3. The drive, which explicitly includes the promotion of a presidential term extension, is being framed by the party as a "people-driven movement" rather than a mere parliamentary exercise.
The campaign is being spearheaded by Hon. Richard Moyo, the Minister of State for Provincial Affairs and Devolution, who also serves as the ZANU-PF Provincial Chairman. According to a statement from the provincial information department, the strategy involves a "precision" rollout targeting every household from rural outposts to urban growth points.
"Under Cde Moyo's command, provincial structures have moved with precision and unity, ensuring that every household, every citizen, and every voice is brought into the fold," the statement read.
The party argues that the proposed changes, specifically the adjustments to the presidential term and electoral systems, are "critical pillars" for national stability and the achievement of Vision 2030 goals. By labeling the Bill as the "people’s agenda," the provincial leadership is attempting to build a mandate of "conviction and pride" ahead of the legislative debates in Harare.
Key Objectives of the Mobilization:
Stability & Continuity: Highlighting the need for leadership consistency to oversee long-term developmental projects.
Governance Efficiency: Championing reforms to the electoral system to streamline national administration.
Grassroots Consolidation: Moving the debate out of the "august house" and into the communities to demonstrate widespread regional support.
The aggressive tone of the statement claiming Matabeleland North is "leading from the front" is a significant political signal. Historically, the region has seen varied political leanings, but the current "wave of awareness" suggests a concerted effort by the ruling party to present a unified regional front in support of President Emmerson Mnangagwa’s extended tenure. While the party reports an "electrified" response, independent analysts suggest that the true test of this mobilization will be the upcoming public hearings, where the "unity" claimed by provincial structures will meet the broader scrutiny of the general public and civil society.
