HARARE – Zimbabwe’s urban transport system has become “largely dysfunctional” across all 92 local authorities due to poor spatial planning and weak urban management, Local Government and Public Works Minister Daniel Garwe has said.

HARARE — Zimbabwe’s local authorities have been identified as the worst‑performing sector in the government’s 2025 performance contracts, weighed down by structural and operational challenges that continue to undermine service delivery. The findings were announced Monday as part of the annual performance review system introduced by President Emmerson Mnangagwa in 2021 to strengthen accountability and assess the effectiveness of senior public officials.

The City of Harare has extended its municipal rates discount period to 7 March 2026, giving households and businesses extra time to settle accounts while benefiting from reduced charges. The extension is part of the city’s revenue‑mobilisation strategy to fund service delivery, infrastructure rehabilitation, and digital projects under the “Harare, A Smart City of Choice by 2030” initiative.
