RETIREMENT TO POLITICS: General PV Sibanda Appointed to ZANU-PF Politburo

HARARE — President Emmerson Mnangagwa has officially appointed retired Zimbabwe Defence Forces (ZDF) commander, General Phillip Valerio Sibanda, to the ZANU-PF Politburo. The appointment, which takes immediate effect, marks the veteran soldier's formal transition into the ruling party’s top decision-making hierarchy following his recent retirement from military service.
The development was announced on Monday in a statement by ZANU-PF Secretary for Information and Publicity, Christopher Mutsvangwa. According to the statement, President Mnangagwa exercised his constitutional powers under the ZANU-PF charter to bring the former military chief into the party's executive wing. The move follows Sibanda’s official retirement from the ZDF, where he had served as the country’s highest-ranking soldier since 2017.
This appointment settles a long-standing legal debate that began in October 2023. At the time, President Mnangagwa had named Sibanda as an ex officio member of the Politburo during the party’s National People’s Conference in Gweru.
However, that initial move faced significant resistance:
Constitutional Challenge: Lawyers and civil society groups argued the appointment violated Section 208 of the Constitution, which strictly prohibits serving members of the security services from participating in partisan politics or holding office in a political party.
Initial Reversal: Following the backlash, the presidency announced that the appointment would be deferred until the General had officially stepped down from active service.
With General Sibanda now officially retired, the legal barrier regarding his involvement in political structures has been removed. His inclusion in the Politburo mirrors the path taken by several of his predecessors and contemporaries, reinforcing the historical link between Zimbabwe’s liberation military tradition and its political governance.
